When I try to run the setup. Windows thinks that the driver it needs to install is the driver for a TP-Link wireless usb device but it doesn't recognize the device when plugged in.

Actually, when I have it plugged in with that driver installed I can hear the sound that Windows makes when you disconnect a device, it makes that sound about once every 2 seconds over and over and over and over non-stop as if I am plugging it in and pulling it right back out repeatedly.
